Candy Saga is a senior business lawyer with deep expertise in all aspects of public private partnerships, infrastructure transactions and project finance. At McMillan, Candy has advised clients in connection with numerous infrastructure projects, including acting as lead counsel to the successful consortia reaching financial close on the CRD Residuals Treatment Facility Project, the North Commuter Parkway and Traffic Bridge Project, the Saskatoon Civic Operations Center and Emily Carr University of Art + Design Project.  Candy acted as consortium counsel in connection with bids for the Massey Tunnel Replacement Project, the Stoney CNG Project, the Saskatchewan Schools Project and the Milton Hospital Project.  Candy has also represented lenders on several bids including the Highway 407 East Phase II and Highway 427 projects.  Prior to joining McMillan in 2014, Candy was senior North American counsel for Bilfinger Project Investments.

In addition to her project finance and P3 structuring skills, Candy brings a strong background of experience in mergers & acquisitions, public and private financings, and structured finance. In 2017, Candy led a team representing BBGI in its investment in a new infrastructure fund launched by SNC-Lavalin. Candy was a lead member of the legal team representing Bilfinger in sales of over 30 infrastructure assets globally.
