McMillan represented Forest Products Association of Canada (FPAC) and participated in the Canadian Transportation Agency’s own-motion investigation into rail service shortfalls in Vancouver (first investigation of its kind), involving three North American Class I rail carriers and four shipper associations, as well as port terminal operators. The Agency ultimately agreed with FPAC that CN’s use of restrictions on pulp shipments was unlawful. Our team prepared written submissions and evidence filed at various stages of the proceeding and appeared before the Agency panel during the oral hearing.

The Forest Products Association of Canada is a trade association, which represents Canada’s wood, pulp and paper producers both nationally and internationally in government, trade, and environmental affairs. Canada’s forest products industry is an $80 billion/year industry that represents 2% of Canada’s GDP.
