On June 14, 2019 the Fengate-led consortium Newfoundland and Labrador Healthcare Partners (NL Healthcare Partners) announced its financial close for the Gander and Grand Falls Windsor Care Homes infrastructure project.

The NL Healthcare team is comprised of Developer, Fengate Asset Management on behalf of its investors; Design-Build Contractor, Pomerleau; Designers, Architecture49, G architects and Gibbons Snow Architects; and Engineering, WSP Canada, Malcolm Pinto Engineering and Jewer Bailey Consultants.

The project comprises two facilities; the Gander home will be built next to the College of the North Atlantic campus on Magee Road and the Grand Falls-Windsor home will be built on Scott Avenue on the site of the former Abitibi Consolidated mill. The Gander facility will be designed and constructed with the potential for future expansion.

Construction on both homes is expected to be complete in 2021. The project will address pressures on the long-term care system in the province by improving better services and outcomes for residents.

McMillan represented the underwriter (TD Securities Inc.) and the bondholders in connection with the issuance of bonds by Fengate Central Health, LP to finance the design, construction, finance and maintenance of long-term care facilities in Gander and Grand Falls – Windsor, Newfoundland and Labrador. McMillan advised the underwriter and bondholders on the RFP and Project Agreement on behalf of the finance parties, as well as negotiated and finalized the financing documents. The team was led by Peter Willis; Julie Han; included Brent Thomas and Michael Burns.
