In May 2023, the Canada Border Services Agency (“CBSA”) proposed an overhaul to the Canadian regulations that determine the value of imports for the purposes of duty assessments. The amendments, as proposed, would have had significant implications for all importers, but were of particular significance to importers of apparel, which is subject to some of the highest duties in Canada.

McMillan’s team, led by William Pellerin and including Tayler Farrell, provided assistance to the Canadian Apparel Federation (“CAF”), the national association for Canada’s apparel industry and its members, in drafting submissions to the CBSA to advocate on this complex issue.
