Palliser Furniture Ltd. (“Palliser”), Canada’s largest furniture manufacturer, was engaged in a series of normal value and expedited reviews conducted by the Canada Border Services Agency (“CBSA”).

McMillan represented Palliser against eight Chinese exporters who were seeking to reduce the duty rates applicable to upholstered domestic seating products at the border. The reviews were the continuation and enforcement of one of the most complex and perhaps most vigorously opposed anti-dumping case in Canadian history, which McMillan successfully won for Palliser in 2021.

The McMillan team, led by William Pellerin and including Jonathan O’Hara, was successful in convincing the CBSA to refrain from lowering the duty rates.
