Candy Saga is an accomplished business lawyer with deep expertise in all aspects of public private partnerships (P3), infrastructure transactions and project finance.

With extensive experience in the infrastructure space, Candy has acted as lead counsel to the successful consortia on a variety of major initiatives, including a residual treatment facility, a university art school construction project, and a commuter parkway and traffic bridge project.

In addition to her project finance and P3 structuring skills, Candy brings extensive experience in mergers and acquisitions, public and private financings, and structured finance.

Prior to joining McMillan, Candy was senior North American counsel for Bilfinger Project Investments.



Representative Matters

  • Lead counsel representing the successful consortium in bidding and reaching financial close on the CRD Residuals Treatment Facility P3 project in the Capital Regional District, British Columbia
  • Lead counsel representing BBGI in its investment in an infrastructure fund established by SNC-Lavalin
  • Lead counsel representing the successful consortium in bidding and reaching financial close on the North Commuter Parkway and Traffic Bridge P3 project in Saskatoon, Saskatchewan
  • Lead counsel representing the successful consortium in bidding and reaching financial close on the Emily Carr University of Art + Design project in Vancouver, British Columbia
  • Lead counsel representing the successful consortium in bidding and reaching financial close on the Saskatoon Civic Operations Center project in Saskatoon, Saskatchewan
  • Lead counsel for Bilfinger Project Investments in the US$789- million Ohio River Bridges – East End Crossing (Indiana) project, taking the project through all stages from qualification to financial close
  • Lead counsel for Bilfinger Project Investments in the $460-million Women’s College Hospital project, taking the project through all stages from qualification to financial close. The project has won awards for its innovative financing structure
  • Lead member of the legal team representing Bilfinger Project Investments in the sale of 19 project investments for GBP200 million to a London-listed fund
  • Lead counsel for Babcock & Brown in the $430-million Alberta Schools I project, taking the project through all stages from qualification to financial close. The project has won several awards for innovation
